No. BaseState proves that employees were given access to the policy and acknowledged receipt. We explicitly do not claim that employees read every word, understood all concepts, or will comply in the future.

Yes, by creating a new version. Policy content is immutable once created because the document hash would change. To update a policy:
1. Create a new policy with an updated version string (e.g., "v2.0")
2. Deactivate the old version
3. New employees will acknowledge the new version
4. Old acknowledgments remain valid and reference the old version on certificates
No certificate is issued. Employees must acknowledge the policy to complete training and receive a certificate. If an employee refuses, this is a matter between the employer and employee to resolve.
BaseState records who has not completed acknowledgment, which the admin dashboard shows.
Each certificate includes a Certificate ID and Certificate Hash. You can verify by:
1. Using our third-party verification portal at /verify
2. Entering the Certificate ID to retrieve the stored record
3. The hash proves the certificate data hasn't been modified
The document hash is a SHA-256 cryptographic hash of the exact policy content. It's a 64-character string that acts as a unique fingerprint. If even one character of the policy changes, the hash would be completely different.
This proves exactly which version of the policy an employee acknowledged.

Certificates do not have an automatic expiration. However, organizations may require annual recertification as part of their compliance program. When a new policy version is issued, employees should acknowledge the new version.
