About BaseState

HITL-Aware AI Governance Training

Teaching every employee how to stay safely in the loop when using AI at work.

AI tools are now in everyone's hands, but most employees have never been taught how to stay safely in the loop when they use them.

Leaders are accountable for AI outcomes — yet the real risk lives in everyday choices: what staff paste into tools, which AI outputs they trust, and whether there's a record that a human reviewed the work.

BaseState is a compliance training and testing app that turns everyday AI users into documented human reviewers.

We teach people how to question AI, escalate edge cases, and leave a trail that proves there was a human in the loop when it mattered.

Why I Built BaseState

The Same Spirit. The Same Mindset.

BaseState was created with the same spirit and mindset as Audit Anchor AI.

If you know my history, you know I don't believe in technology for technology's sake. I believe in operational precision. Just as Audit Anchor AI was built to bring structure to chaos, BaseState is built on the belief that powerful tools are useless—and dangerous—without the discipline to wield them correctly.

We are bringing that same standard of rigor to compliance. No hype. No pressure. No hidden agenda. Just the clarity you need to operate safely.

What BaseState Protects

Understanding the scope of HITL-aware training and certification

  • Employees who don't realize they're part of a human-in-the-loop decision.
  • Teams treating AI output as final instead of a draft that must be checked.
  • Sensitive or regulated data pasted into public AI tools without pausing to think.
  • AI-assisted decisions with no record of who reviewed what, or when.
  • Everyday human-factor mistakes that quietly break your AI governance rules.

Human-in-the-loop (HITL) means AI can propose — but a person reviews and makes the call. BaseState teaches employees how to slow down, review AI output, escalate edge cases, and record the fact that a human actually made the decision.

Bob McTaggart

Who I Am

Built on Service, Accountability, and Verifiable Standards.

My name is Bob McTaggart, and my career spans over 30 years of building companies where trust, clarity, and delivery matter.

I served in the military, and that experience taught me a critical lesson: Issuing an order isn't the same as executing it. In high-stakes environments, you don't just "hope" people understand the mission—you train them, you test them, and you verify their readiness.

I brought that same discipline to BaseState.

I've stood at the intersection where legislation moves at the speed of a pen stroke and physics moves at the speed of reality. During the Check 21 transition, I was a lead inventor at Arcis Digital Security, witnessing firsthand as the industry's "gold-standard" security features—specifically legacy void pantographs—became a form of Digital Hostility that sabotaged the very scanners they were meant to pass through. When a skeptical teammate told me I would "never get a patent" on a solution to this collision of eras, it acted as a red flag to a bull. I didn't just engineer the Digital Image Pantograph (DIP) to survive the brutal binarization of bank scanners; I architected a new standard of forensic integrity that proved the skeptics wrong and secured the digital rails of the U.S. financial system.

That experience taught me that in any digital metamorphosis, the physical artifact eventually becomes a ghost; the only lasting defense is a secure process and data-centric truth. By pioneering the "White Paper Factory" with Canon, I helped eliminate the liability of secure inventory, moving the industry toward dynamic, on-demand security applied at the moment of creation. Today, as we face the 2026 governance shifts in AI and real-time payments, I bring that same "been here before" perspective to the table. I know that the most dangerous risk isn't technical failure, but governance failure, and I apply those battle-tested principles of command accountability to ensure that modern automation remains a tool for human leadership rather than a source of systemic friction.

I am also a mental-health advocate for veterans and first responders through RedFridayTalks.help. I spend my life supporting the people who show up when it matters. Service, accountability, and looking out for people aren't slogans to me—they are how I operate.

Why An App? Why Now?

Independence is Our Foundation.

The biggest source of risk in AI isn't the technology; it's employees who use AI in day-to-day work without understanding their role in human oversight.

BaseState is not a consultancy that bills you by the hour to "talk strategy." It is a governance platform that:

  • Trains your team to review, question, and verify AI-assisted work.
  • Tests their understanding of human-in-the-loop decision-making.
  • Certifies their awareness, creating an audit-ready record of human oversight.

Our Unbiased Promise

Because we are a governance tool, independence is non-negotiable. We do not sell or endorse AI software or services.

  • We do not sell AI software, tools, or platforms.
  • We do not endorse or recommend any AI vendors or products.
  • We do not accept vendor partnerships, commissions, or affiliate fees.
  • Nobody pays us to include their AI tools in our training.
  • You get clean, unbiased compliance protocols based strictly on regulations.

Our only product is training and certification, so our guidance stays focused on people and process — not selling you another AI tool. That objectivity matters when your defense depends on showing that humans were truly overseeing AI, not just clicking through marketing slides.

BaseState Compliance applies its governance standards internally first. As a matter of policy, veteran-owned small businesses listed in SupportOurHeroes.Directory are provided access to core AI compliance tools and guidance at no cost (may be subject to verification), reducing unnecessary exposure for small operators as regulations evolve.

What We Don't Do

Because integrity means drawing clear boundaries:

  • We do not sell AI software, chatbots, or automations. BaseState is a governance and training platform—not a vendor of AI tools.
  • We don't upsell you software you don't need.
  • We don't hide the risks of AI adoption.
  • We don't certify employees who haven't actually passed the test.

The Mission

At the heart of BaseState is a simple idea: People deserve clarity they can trust.

Whether in business, in service, or in the mental-health work I do with veterans, the rule is the same:

Say the truth. Deliver your value. Show up when it matters.

That's the Red Friday spirit, and it's the foundation of this platform.
