About BaseState
The AI Governance & Compliance Training Platform
Built to Cut Through the Noise and Verify Understanding.
The AI world is loud, but the regulatory world is getting dangerous. While everyone else is selling tools and hype, founders and executives are left holding the liability bag.
BaseState exists to solve the liability problem.
We are a compliance training and testing application designed to give you an audit trail of truth. Most businesses don't need more "AI enthusiasm"—they need governance, structure, and proof that their employees understand the rules.
I built BaseState to move beyond "reading the handbook." We deliver honest, independent, and verifiable training that ensures your team respects your time, your budget, and your operational reality.
Why I Built BaseState
The Same Spirit. The Same Mindset.
BaseState was created with the same spirit and mindset as NAVEC AI.
If you know my history, you know I don't believe in technology for technology's sake. I believe in operational precision. Just as NAVEC AI was built to bring structure to chaos, BaseState is built on the belief that powerful tools are useless—and dangerous—without the discipline to wield them correctly.
We are bringing that same standard of rigor to compliance. No hype. No pressure. No hidden agenda. Just the clarity you need to operate safely.
Who I Am
Built on Service, Accountability, and Verifiable Standards.
My name is Bob McTaggart, and my career spans over 30 years of building companies where trust, clarity, and delivery matter.
I served in the military, and that experience taught me a critical lesson: Issuing an order isn't the same as executing it. In high-stakes environments, you don't just "hope" people understand the mission—you train them, you test them, and you verify their readiness.
I brought that same discipline to BaseState.
I am also a mental-health advocate for veterans and first responders through RedFridayTalks.help. I spend my life supporting the people who show up when it matters. Service, accountability, and looking out for people aren't slogans to me—they are how I operate.
Why An App? Why Now?
Independence is Our Foundation.
The biggest source of risk in AI isn't the technology; it's the people using it without guardrails.
BaseState is not a consultancy that bills you by the hour to "talk strategy." It is a governance platform that:
- Trains your team on the actual laws and internal policies.
- Tests their understanding with rigorous assessments.
- Certifies their compliance, creating an audit-ready paper trail.
Our Unbiased Promise
Because we are a governance tool, independence is non-negotiable.
- I do not accept vendor partnerships or commissions.
- Nobody pays me to include their AI tools in our training.
- You get clean, unbiased compliance protocols based strictly on regulations.
The 2026 Regulatory Landscape
Why Your Team Needs BaseState Today
Q1 2026: The Audit Quarter
California (AB 2013): Employees must know if they are "Fine-Tuning" (creating Developer liability) vs. using APIs (Deployer safety).
NYC (Local Law 144): HR teams must understand independent bias audit requirements for hiring algorithms.
Q2 2026: The Documentation Quarter
Colorado (SB 24-205): Teams using AI for "consequential decisions" (hiring, lending, insurance) must be trained on the "Reasonable Care" standard to avoid bias.
Consumer Notice: Your staff must know when and how to notify customers that "An AI system is assisting in this decision."
Q3 2026: The Safety & Watermark Quarter
California (AB 853): Content teams must understand "latent watermarking" requirements for generated text/video.
Quebec (Law 25): Staff must be trained on "Human-in-the-Loop" protocols—users must have the right to request a human review of automated decisions.
Q4 2026: The Data Rights Quarter
Data Portability: Tech teams must ensure systems support JSON/CSV export upon request.
Insurance Verification: Executives must verify coverage for "Algorithmic Errors."
What We Don't Do
Because integrity means drawing clear boundaries:
- We don't upsell you software you don't need.
- We don't hide the risks of AI adoption.
- We don't certify employees who haven't actually passed the test.
The Mission
At the heart of BaseState is a simple idea: People deserve clarity they can trust.
Whether in business, in service, or in the mental-health work I do with veterans, the rule is the same:
Say the truth. Deliver your value. Show up when it matters.
That's the Red Friday spirit, and it's the foundation of this platform.
